OH, SHOULD MY PEOPLE FALL
THEN SURELY I'LL DO THE SAME
| "Do we have an ETA on the Hokage?" a stern voice called out as she made her way down the mountainous path from her residence. Despite her complaints, she'd been unable to shake her guards, and her ever watchful assistant had even tried to come along as well. At least that was one battle she'd won. Her assistant had been locked up with the task of watching her office and overseeing the building. Hardly enough to keep them busy, but they were safer behind the walls of her residence.
"Roughly ten minutes or so, Lady Raikage-sama." one of her guards answered, giving her a curt nod as she met his gaze. Mei nodded, the internal clock in her head already ticking away. She was early, as usual, and she could already make out the tall structure of Kumogakure's gates as the fog cleared.
As per the message she received, the Hokage was coming with information on a missing-nin from Konohagakure. He'd seemed eager to find someone as passionate about finding missing-nin, and if only for the sake of a potential alliance, she'd agreed to meet with him. Their countries were currently on neutral terms. But neutral could turn bloody in an instant. It didn't matter who she had to consort with, she would protect the people of Kumogakure with her last breath. Even if that meant meeting with a Hokage she'd heard less than wonderful things about.
The gates to Kumogakure creaked open, pulling Mei from her thoughts, and she took a few confident steps forward. Her amber eyes narrowed, scanning the fog for the white-haired Hokage.
"Welcome to Kumogakure, Godaime Hokage-sama." |

MADE BY ★MEULK OF GS | The trip to Kumogakure had been a lonely one. He'd brought along Getsu as his only companion for this adventure. It had been fifty years since these two great villages had been allies, but in those fifty years friendships had faded and there was a tension that could be felt between them. Unfortunately this meant that asking jounin from his village to undertake this mission would have been inappropriate and may not have sent the correct message. Ryoko's mentor, the Fourth had been a diplomat and he sought to emulate this and hopefully strengthen ties with the Cloud. Konoha was in a good place right now. Open trade with Sunagakure and Kirigakure meant that they had lots of allies. Though allies one day could be enemies the next and Ryoko had heard this said many times as he was growing up. His adoptive father hadn't fully trusted anyone that wasn't from the Leaf and Ryoko wasn't inclined to either. However he had heard interesting things about Kumogakure in the days since this Raikage had taken over. Not all of them were good, but it sounded like she was loyal and above all else, powerful. Konoha could use an ally like this and he wanted to make that known.
After several long days he finally stood at the entrance to the Village Hidden in the Clouds. Kumogakure had produced some of the strongest shinobi to ever walk the earth and had been pivotal in winning the war against the Suna and Kiri of yesterday. What lied beyond these doors needed to be respected. Ryoko knew this going in and had brought information regarding a missing-nin that could possibly be a threat to their village. Umashi had gone rogue about a year ago. While it didn't appear as though he had any intent to cause Konoha direct harm, he carried with him a great number of secrets about the village that would be better preserved. This betrayal hurt Ryoko as it was one of his first big failures as Hokage, but he wanted to do right and that meant bringing this man to justice, or to hell. He hoped by seeking the Raikage's aid in this endeavor and by lending all the information they had on Umashi to her that she would see he was committed to a mutually beneficial relationship and that he was open to sharing information with her village.
Finally the gate creaked open. It appeared as though there was a welcoming party for him. Based on a brief description of the Raikage he had received before leaving he was able to surmise that she was the one who immediately addressed him. Coming to meet him personally was a good sign. He knew this, but he could also sense an air of caution. Not just from her but from her guards as well. In an attempt to put them at ease Ryoko reached down to his partner and stroked the top of Getsu's head. He shot a half honest smile at the Raikage and bowed his head in respect.
"Thank you for welcoming me into your village. It is an honor to be with you among the clouds here." He paused for a moment to gaze back up into her eyes. "My name is Ryoko Kaminaga. I am Konoha's Fifth Hokage, though you seem to already be aware of this." Another pause, this time to take a step towards her. He gestured behind himself to the larger than average wolf that was with him. "This is my partner, Getsu. I can assure you that he will be on his best behavior." As if to agree, Getsu chimed in with a light bark.
Even though this welcome was luke-warm it was better than he had expected. The rumors about this village prospering did not appear to be false and he could tell that they enjoyed a higher standard of living here than in many places in the Land of Fire. This could be good or bad for him, depending on the approach he took. If this Raikage was as passionate about protecting her people as he had heard then he would have to tread lightly while he was a guest in their village. It would not be advantageous for him to make her or her people feel uncomfortable while he was here.
"I have brought information for you, though might I suggest that we take this discussion to a more private location?" The information he had brought was incredibly sensitive and under normal circumstances would not be shared outside of the village. This was a special situation though and it called for a bending of the rules. |

OH, SHOULD MY PEOPLE FALL
THEN SURELY I'LL DO THE SAME
| How long had it been since she'd last faced another Kage? Too long, apparently, as she'd nearly forgotten that decorum dictated she bow her head in respect. As she slowly rose up, her amber eyes watched his hound carefully, identifying if it were friend or foe. The Raikage had nothing against pets, especially those who were so obviously bred with combat in mind. But that last thing she wanted to do was chase a loose hungry wolf around Kumogakure's residential district. The Hokage seemed to sense this and reassured her that his hound - Getsu, was it? - meant no harm. One could only deduce that he'd brought Getsu along as a guardian. Since the Kage had otherwise arrived alone.
"We are most humbled by your presence, Hokage-sama. And might I personally extend my gratitude towards your willingness to come all the way here. Unattended, even." she said, indeed thankful that he'd made the trek to her, rather than requesting she come to him. Her assistant was already struggling to get the Lady Raikage out of her own office. Past that was asking far too much. There was no one better than the Raikage to protect Kumogakure, after all.
"Of course," she nodded, turning side ways so that she could extend her arm out towards her residence. The large blue structure was built into the tallest mountain in Kumogakure, making it nearly impossible to miss. Even amongst the clouds and fog, the tip of the building was held high, as though a beacon to remind her people that in times of great need, their Raikage would be there. "You must be exhausted." she said, remembering how long ago she'd received his first letter. It had been several days, and the trip had done his appearance no favors.
"Come," she said, turning on her heel and heading back up the steep, mountainous road towards her residence. The guards around her remained ever vigilant, keeping their eyes trained on the strange hound the Hokage had brought along. On occasion they would shoot the Hokage a suspicious look, but only when they believed the Lady Raikage wasn't looking. She'd given them a long lecture on political ettiquette after they'd refused to allow her to meet with the Hokage alone. "We will discuss these matters further in my office." she elaborated before abruptly stopping, turning on her heel and glaring at one of her guards. The poor lad had been caught looking at the Hokage in a less than respectful manner, but she would reserve his punishment for a later time.
"I'll have them prepare tea and a meal. I'm sure you're weary from your travels. Do you have a preference in tea?" she asked, the question seemed nice enough, but Mei's tone was still very business-like. And with that, she continued to lead the way to her humble abode. |

MADE BY ★MEULK OF GS | Ryoko had caught the Raikage's guardians glancing at him and Getsu a couple of times before the Raikage made a very deliberate motion to deter this from happening again. He hadn't realized that the situation between their villages had gotten this bad. Perhaps they weren't used to seeing such a vicious looking animal, but he felt their disrespect stemmed from more than just fear. There was little more Ryoko could do though that would put their mind at ease. He would have to count on the Raikage to reassure her subordinates. In a time of peace, swearing ones loyalty to another village was nothing more than lip service and he knew this. Still, an alliance in word only is better than just tolerating each others presence. If history was any indication, it wouldn't be long before someone started fighting again, no matter how many allies one had.
"Matcha. Thin tea is absolutely fine. I'd hate to see you put yourself out on my accord." To be honest Ryoko was not fond of tea but he'd learned to accept it when it was offered. His adoptive father often made some of his most important decisions over tea with his colleagues or allies.
As they walked he glanced around, admiring the architecture of the village. Everything about the country was a far cry from the Land of Fire. The buildings in this village were built with the same sturdiness as the mountains they stood on. He felt this was a representation of their people as well. Even as a child he'd heard tales of the resiliency of the shinobi from Kumogakure. The Third Raikage was especially famous for taking charge in the Great Shinobi War. It seemed that the leaders of this village had a very work oriented nature. He could tell just by the way this Raikage talked that she was all business; though this was perfectly fine with him. "Your village seems to be doing quite well. I'm glad to see that our former allies still enjoy a high quality of life. I'm afraid there are many places, even within my borders, that still suffer from the fallout of the war."
It wasn't like him to bring up such a dark topic for no reason. In fact he'd actually wanted to directly inquire about how their village had been doing. Flaunting what they had in front of the other Kage was part of the job, or at least that's what he had been told. It was this attitude though that seemed to start fights, so Ryoko decided to refrain from mentioning the current state of things in Konoha unless she asked him about it.

OH, SHOULD MY PEOPLE FALL
THEN SURELY I'LL DO THE SAME
| "Nonsense," she shook her head, refusing to allow the Hokage to be so modest because it was on her dime. Kumogakure could more than spare some ryo to ensure the Hokage's stay was pleasant. Their economy was booming, and with such a prominent figure within their walls, it was best she lead by example. If the Lady Raikage was kind to the visiting Kage, then she could only hope this would send the proper message to her people. Konohagakure was a friend, not a foe. At least... for now.
"Your village seems to be doing quite well. I'm glad to see that our former allies still enjoy a high quality of life." The Raikage ensured her face was out of his line of sight as she pursed her lips together, clearly displeased by his statement. Was he truly glad? She wouldn't peg him for a liar right off the bat, but she couldn't help but feel there was something disingenuous about his comment. "I'm afraid there are many places, even within my borders, that still suffer from the fallout of the war." Ah, yes. There it was.
"Our economy is strong and the people are happy." she said flatly, though she couldn't quite mask the slight edge to her tone. How odd. She was usually far more composed than this, but his words had been incredibly unsettling to her. Mei knew those who were born in Konoha to be stubborn, like a flame that just couldn't be put out no matter how many gallons of water you threw over it. They were resilient, and they never went down without a fight. Their strength lay in their hearts. Mei preferred to keep her strength in her mind.
As they approached the giant structure that was her primary place of residence, it became clear that one could not simply waltz right in. For starters, the entrance was far too high up. The constant jumping and use of the body flicker technique no doubt resulted in Kumo-nin having such powerful legs. Two of her guards went up first, and the two that remained on the ground gestured for Ryoko and his hound to go next. Following behind him was Mei and then her last set of guards. They continued this formation until they reached the entrance, at which point Mei took the lead. The guards split away from their Raikage, though not eagrly.
"This way," she called, waving down at the Hokage as she began ascending a spiral staircase. Her office was located at the very top of the building, and it granted her the best view in all of Kumogakure. Pushing the door to her office open, she exchanged a curt nod with her assistant before the young woman took her exit.
"Ryoko-san - ah, may I be so bold as to call you that? - I will make it clear here that Kumogakure has prospered because my eyes have never wandered. My village has, and will always, come first. But that is not to say that it is a shame to hear that while one great nation prospers, another struggles." she explained, finally managing to voice her opinion in a more courteous manner. If the man wanted help, she'd prefer he just come out with it. Moving over to her seat, she poured them both a pot of tea, sliding a cup across the table for Ryoko.

MADE BY ★MEULK OF GS | He had struck a nerve. Not exactly his intention but he'd be lying if he said he wasn't a little pleased that the Raikage wasn't as completely composed as he'd heard. Whether her tension came from his visit or from some other matter he was unaware of, he did not know. Nor did he care to ask. What went on in her village was her business and judging by her attitude towards his seemingly innocent comment, she wouldn't share with him even if he did ask. I had best keep conversation more linear in the future. It will not do to agitate her before we've even reached our destination.
They continued on in near-silence until they reached the office building where the Raikage resided. He had seen it before he'd even entered the village but up close it was really a sight to behold. It was much larger than the Kage residence in Konoha and he couldn't help but wonder if the Raikage who had built it was compensating for something. As they entered the building however it seemed as though there was no wasted space like he'd figured. Outward appearances were deceiving, this petite woman was proof of that. Kumogakure was full of surprises.
Ryoko took a seat across the table from the Raikage. His wolf curled up next to him and closed it's eyes. As far as Getsu was concerned, another job well done. As she spoke to him she poured them both some tea and he quickly lifted the cup to his lips, taking a sip before offering a response.
"Ryoko-san is just fine." In all honesty he was a little uncomfortable with the informal way with which she had addressed him, possibly due to his youth and inexperience, but he was in her house and it would be a cold day in hell before he corrected her here. "I must apologize for my earlier comment. I assure you that I did not mean to offend." He stated emotionlessly. Then without missing a beat he flashed one of his half-sincere smiles that he'd become all to good at since becoming the Hokage. Now it was the time for damage control, before things turned sour. "Please don't misunderstand. I make note of your success here out of admiration, not of envy. While I would of course appreciate any aid offered by such a prosperous village, it is by no means necessary and is definitely not why I've traveled so far to speak with you today."
Assuring her of such a thing wasn't necessary either. Ryoko was fully aware that she knew the truth and his lack of experience in diplomatic proceedings would only lead to a conflict if he should press the issue any further. At this point trading blows with another Kage was pointless so he decided to change the conversation to the real reason why he'd come out so far. He reached into his robe and pulled out a thin file folder. Regrettably this was all the information they had on the missing-nin that he wanted to warn Kumo about. He set it on the table and slid it over to the Raikage.
"I regret that I must make this notice, but one of the jounin from my village has decided to go rogue. He is wanted for murder and if possible we would like him returned alive. Because we do not formally share information I thought it would be important for me to bring this to you personally. This file contains everything we have on him. I realize this is unorthodox, but I believe he is liable to settle into one of the surrounding countries and wanted you to be properly informed." He paused for a second, his face becoming serious again. "Konoha has no desire to defend or support his actions and if you must, killing him is a completely acceptable outcome as far as we are concerned."

OH, SHOULD MY PEOPLE FALL
THEN SURELY I'LL DO THE SAME
| "Do you take me for a fool, Hokage-sama?" she asked, her tongue disobeying her default tone. The question came out in a low hiss as her fingers tightened on the saucer of tea in her hand. He was far too green to try and use those half-assed smiles on her. And it only further served to frustrate the Raikage. Had he come here to play games? Toy with her? Mei's lips drew into a flat line, daring to curve downward into a scowl. But she'd let her walls fall too far already. She would retain her composure, damn it!
The Raikage breathed a heavy sigh, downing her saucer of matcha tea in a silent prayer it would calm her. A hopeless thought, but one could only try. "I do believe I owe you an apology as well," she said, filling her saucer with the warm liquid once more. "Perhaps I've gone beyond looking after Kumogakure, and put on blinders to the rest of the world. My men will be punished for their disrespectful actions, I assure you." she said, taking full responsibility for her politically-inept guard. Next time, she was leaving them behind. Or hiring a smarter guard.
"However," she started, sipping at her tea as though it would give her tone a dash of 'calm' before she continued. "Do not disrespect me so long as you are in my village. If you are green, you are green. And if you are young, you are young. Rather than faking, just be blunt with me, please." she stated flatly, the last word tacked on as more of a formality than courtesy. Things would go much smoother if they stopped beating around the bush. And perhaps he thought so too.
"I regret that I must make this notice, but one of the jounin from my village has decided to go rogue." Now they were getting somewhere. The Raikage's hand extended to gently grasp the folder, flicking it open with her free hand. There wasn't much to go on, but it was better than nothing. "I assure you that I will fulfill my duties as Kage. Should this man enter the Land of Lightning's borders, my shinobi will be looking for him." she said, softening only slightly at the revelation. Not because she felt bad for this missing-nin, oh no, he deserved what was coming to him. But she felt for Ryoko. In her few years as Raikage, she'd never had to issue an order to retrieve a missing-nin from Kumo. It was no doubt a large betrayal and wound to the young Hokage's ego.
"He's got an awfully long name..." she mumbled absentmindedly, raising a brow as she read it over and over again in her head. The pronunciation was baffling. |

MADE BY ★MEULK OF GS | Mei's tone of voice had changed just enough to set Getsu off. His ears perked up at the initial comment, and in the following statement his hackles raised up. Ryoko saw the warning signs and lowered his hand towards the animal. This was a silent key for the wolf to calm down and ignore the threat. Ryoko definitely wanted to catch him before he started growling at her. To Getsu, there were two kinds of people; those allied with his master, and everyone else was considered hostile. Wolves didn't have middle ground but he knew enough to respect the wishes of his owner. He laid his head back down though this time his eyes remained open and his body tense. He wouldn't attack unless instructed too, but he was more than willing to kill this strange woman if she made an aggressive move towards Ryoko.
Despite Getsu's annoyance with Mei's tone, there was something about her declaration that put Ryoko at ease. Even though she had pointed out his experience and age, it was her who'd lost her cool, not once, but twice already during their encounter. Perhaps it was because Ryoko had expected her to be super professional and composed, making Ryoko look like a fool, but even as she scolded his insincerity he felt good about the situation. This may have been what the Fourth referred to as "the high ground" in an important meeting. Though truthfully because of the context of their conversation it didn't matter how much Ryoko frustrated her, it only put him in a shitty position. So this time he maintained his emotionless face and kept his conversation on point.
"The file is as complete as we could make it. Unfortunately his family was secretive and if he inherited anything from them, we don't know what it was. Be aware that he could be equipped with items and techniques that are not listed in the file." Ryoko had very little information about Umashi. He had a stellar record when it came to mission completion. In all honesty it was a shock to everyone when he'd killed his brother and disappeared. His family refused to disclose any further information and to torture them would have looked bad for the whole village. So instead they remained in the dark. "One more thing you should know. If you plan to kill him, finish him off from a distance. All of our records indicate he is deadly in close range combat. Though I'm afraid we have no other specifics on his fighting style." |

OH, SHOULD MY PEOPLE FALL

| Mei's keen eye didn't miss the subtle movements of the hound and his owner, and her amber eyes narrowed ever so slightly as she assessed the threat. The pet was obedient to his owner's wishes, however, and she had no reason to doubt the Hokage's intentions. At least, not yet. The two had exchanged a few heated words but not daggers. Regrettably, the foul attitude had predominantly come from her, and she made a mental note to better keep that in check. Thankfully the Hokage had gotten to the point on the case of the missing-nin, rather than beating around the bush like he had earlier. The sooner he realized that she was only interested in business and not making friends, the better.
Despite his warnings, Mei smiled ever so slightly, She was confident in the ability of her Jounin and ANBU members. Though she'd be weary about sending any of her lower ranking shinobi after this man. "Hm," she hummed, taking only a moment to scan over the complete contents of the file. Aoi would likely waste no time in requesting the mission. She was confident in the man's abilities, but worried by his murderous desires. This was no time to be thinking about this, however.
"My preference is not to harm him if I do not have to. But I will leave the decision to the shinobi in question, and relay your warning." she explained before taking a sip of her tea. It was luke warm now, and not nearly as pleasant in flavor. Much like this meeting.
Setting the file down, her sharp gaze locked onto his eyes. "While I do have a certain distaste for traitors, I fail to see why you've brought me this." she said flatly, Konohagakure and Kumogakure weren't on bad terms, but they also weren't allies. One could only assume the Hokage had appeared with underlying intentions. "Why not Kirigakure?" she clarified, naming off Konoha's only current ally. |

MADE BY ★MEULK OF GS | It was a fair question; Though one he had preferred to have not been asked. It wasn't that he didn't want to answer it. No, in fact it was better that he did. He just had hoped that the reason for this visit would speak for itself. Despite their apparent dislike for one another's personality, it was important to have friends in a world such as this. Ryoko gathered his thoughts carefully before speaking. It was easy enough to tell her why he'd come but more difficult to do so in such a way that didn't make him sound presumptuous.
"It is a show of good will." He relaxed in his seat a bit before continuing. "My predecessor often regarded the former Raikage as both allies and friends, though admittedly after the war trade between our nations and the general alliance that had been formed started to dwindle and fade. While I'm not looking to ask for an alliance with you, I wanted to remind you that unless your intent is to harm my village or it's direct allies, you will always have a friend in Konoha."
This was the most sincere he'd been since arriving. One thing that Ryoko had never been very good at was making friends but he'd watched the Fourth often enough to know that when it came down to it, honesty about these sorts of topics was the best method. It was true that he'd be willing to lend aid to the Raikage should she need it. Ryoko's naivety may be his downfall in this regard. Unfortunately due to his lack of experience he was unable to even see this.
He swallowed down the last of his tea then stood up, offering a light bow to Mei. Getsu stood up and drooped his head in a similar fashion. This was a silly sight to see but the trick had been one of the hardest to teach to him. "Perhaps you will be so gracious as to escort me out." He did not fully expect her to do so, but figured he'd ask anyway. It was certain that she'd have work to do and a lengthy visit such as this one would have set her back a bit, for sure. |
