appearance

Mei stands at an average 5'6" and weighs in at 130lbs. Dark, navy blues tresses fall over her firm shoulders, grazing her hips. Bangs frame her dark amber eyes and heart shaped face. And her lips are usually drawn in a flat, focused line. Giving her the appearance of a stern ruler, eyes always conveying that she means business. As such, Mei is hardly ever seen in casual attire. Even before her days as the Raikage, the kunoichi preferred to remain in her combat attire.

Her combat outfit consists of a black, sleeveless turtleneck made of thin, yet durable material and navy blue shorts. Navy thigh high socks with gold rims at the top on white stitching are tucked in a simple pair of knee high, khaki combat boots. Over the top is a collared, military-style trench coat with gold and navy blue detailing. A thick brown belt is occasionally worn over top of everything, but she generally wears it over her shorts and under her coat. Two japanese long swords hang off her left hip, and she also has a shuriken/kunai holster on her right thigh.

When Mei is forced into wearing something more casual, she prefers to wear things she can still easily move and fight in. Reserving kimonos only for special events and festivals.

personality

It's quite easy to mistake the Godaime Raikage for a stern dictator at first glance. She is known for ruling with an iron fist, and has little time for playing games. Those who disrespect the laws she has set forward are dealt with swiftly and without mercy. And Mei is very much "all business" and "no play", much to the chagrin of her friends and colleagues. A self-proclaimed workaholic, Mei lives solely for the country of Kumogakure. Everything she does is with her people in mind. Every word and every action reflect upon her country, as do those of her citizens, and she is determined that Kumogakure is granted the respect it deserves. Mei has a training regimen that she follows daily, no matter how little time she has outside of paperwork and her duties as Kage. Time has never been an issue for someone so quick and efficient. However, she isn't easy to trust, and even her neutralities with other nations are tentative. Life may be important, but the lives of Kumogakure nin are always of the highest importance.

This isn't to say Mei is cold, however. She may seem like her sense of humor is non-existent, rarely laughing at a joke or smiling much at all. But she has a big heart, and would lay down her life for her people without a second thought. It is this mindset that prevents her from properly taking care of herself. Whether that be mentally or emotionally, though she never neglects her physical prowess. Mei has never once let herself 'want' or take a day 'off''. Nor has she ever had time for love.

Mei has always been used to treating everyone as a comrade or enemy. There was never the room for 'lover' or even 'crush', and because of this, she doesn't handle advances made others with nearly as much grace. She is easily flustered, and completely at a loss for what to do. Often letting loose her temper and dropping the respectable 'face' she keeps up. Those who can catch a truly genuine smile from Mei are close enough to be considered true friends. And they would be lucky to have someone so loyal and caring.

The same cannot be said for those who meet the Raikage on the battlefield. It is one thing to be an enemy, but another to be an enemy who has greatly angered Mei. To the former, she merely appears to be a formidable opponent. Emotions locked tight with no clear weaknesses, and the skills to back it up. It is the latter of the two types of enemies that meets with the 'Black Panther'. An angry shadow of the otherwise composed woman, who will not be stopped until she has cut down her mark. Those who watch as this happens might say it is as though a 'switch' inside of Mei had been flipped.

biography

Mei was the first-born child to Hanae Tachibana; a strong woman who believed she didn't need a man to properly raise her child. She'd only ever asked about her father once, to which her mother responded that he wasn't worth mentioning. The only good he'd ever done was help bring Mei into the world, and at best, the two could credit him for Mei's amber colored eyes. To this day she is still unsure as to why her mother refused to reveal anymore about her father than that. But the less she knew about him, the less she cared. Everything she was she owed to her mother. Her skill with the element Raiton, like most Kumogakure nin, but more importantly, her ability to wield a sword as though it were a mere extension of her arm. And aside from the amber eyes that had betrayed her mother, she was the spitting image of Hanae Tachibana.

When Mei was ten years old, she was finally enrolled into the Shinobi Academy. Her mother was pleased that young Mei was everything she'd hoped for. A quick learner, she picked up on what they were being taught faster than the other students and not only that, but she performed better as well. But she never left anyone behind. A natural born leader, Mei was determined to see her entire class graduate together. Taking those struggling under her wing, she implemented harsh training sessions that the her "pupils" still fear to this day. After graduation, Mei was now a Genin and received many requests from her classmates to form a team. Knowing she couldn't team up with everyone - even if she wanted to - and that there were no doubt those only looking to use her, she opted to be randomly assigned to a team.

As the Chunin exams rolled around, Mei, bold as ever, approached the Yondaime Raikage to ask that he personally train her for the exam. At first, the Raikage turned young Mei down, and the girl simply implemented a regimen of her own. A week before the Chunin exams, the Yondaime Raikage witnessed Mei training alone. When he inquired as to who was training her, he was surprised to hear that she was training herself. She reminded him of himself as a Chunin, and though they had been at war at the time, young Mei trained as though they'd go to war tomorrow. The Raikage decided to take Mei as an apprentice, putting her through rigorous training the rest of the week. It was during this time that Mei learned the Kekkai Genkai of Kuroi Kaminari (Black Lightning) and was taught to control it by the Yondaime Raikage. It was said to be passed down from Kage to Kage in Kumogakure. Only ever being taught to the next Kage in line or a worthy apprentice. Needless to say, Mei's opponent never knew what hit him.

At the age of seventeen, Mei's mother died on a mission investigating other nations and their respective Kages. Shortly after this, Mei became a Jounin, requesting to complete her mother's mission in her stead. The Yondaime Raikage agreed, trusting Mei to carry out the mission in confidence. This mission caused Mei to spend the majority of her time as a Jounin outside of Kumogakure's walls, and earned her the moniker of the 'Black Panther'. It would be an understatement to say she won a few skirmishes. And only a few would believe that there had been no bloodshed. The Black Panther was far from merciless, ripping her opponents to shreds, and few ever saw her raise a paw. Speed became one of her deadliest attributes. After all, how are you to defend against an enemy you never see strike?

The knowledge Mei gained over this journey changed the person she was, and who she was allowed to be forever. She knew far too much to live out a normal shinobi life. But she was no liability. Knowing this, the Yondaime Raikage appointed her as the new Kage at the age of twenty-four, and though he only lived long enough to watch her reign for two years, he was proud. Kunio Hokama had proven to be more than just her Raikage or mentor, he'd been like a father. And she was determined to carry on the silent foundation to a legacy that he'd put down.
