Once the proper hand seals have been formed, the user will place their hands flat on the ground and air around the user begins to drop in temperature rapidly. As a result, all of the moisture close enough to the ground will freeze rapidly, changing the terrain beneath the user. The ground will become a thick sheet of ice for miles and the air will become cold.

Kazu developed this technique himself. Because of his unique ability to use Ice Release, he found it very hard to utilize this with little ice around all of the time. Instead of his ice techniques being more useful in places that are already covered in ice, he created a technique to make the terrain around him into ice, thus making his ice release much more useful in a larger number of situations.
Kazu had first started developing this technique before he was placed into the ANBU Black Ops. He spent many years of his life perfecting this technique. Kazu mastered the technique two years after becoming the Mizukage of Kirigakure. Nobody has ever witnessed Kazu perform this technique and survived to talk about it. Even his own comrades have never witnessed the technique themselves. Very few even know about it.
Chikei Kaihen grows more powerful, and has a larger influence on the terrain if there is more moisture in the air, or water around. Water does not only make water techniques even better, but now with the help of this technique, it even makes Kazu's ice techniques more powerful.
