Centuries after it was sealed away the mystical energy known as chakra has finally reawakened in humans. A small percentage of the population has found themselves with unique powers that allow them to accomplish incredible feats. These people have come to be known as shinobi.
Because they are different from most other citizens, shinobi have been ostracized and forced out of there homes. To compound these problems the bijuu have been released as well and they seem to be drawn towards those who have the ability to draw on the same power that they are made from. After decades of living like outcasts and criminals, constantly running for their lives, the shinobi have finally started to come together. In the Land of Life the Ishiyama clan gathered together many of their neighbour clans and vagrant shinobi and forged the Village Hidden in the Heavens. This was the world-changing catalyst that would greatly destabilize the continent.
After the Land of Life recognized Tengokugakure as a formal military force and started to use them to accomplish tasks that were too dangerous for non-shinobi in return for payment, the other countries grew concerned that they would be unable to protect themselves if the Land of Life ever used this shinobi force to attack them. Despite the general disdain for the shinobi, pressure from behind the scenes was forcing these countries to open up to the idea of recruiting these people as soldiers or bodyguards. On the surface this seemed like a good thing for the shinobi but in reality how they were treated didn't change. They were viewed largely as tools to be used by the governments of some of these countries.
Seeing this, and wanting to respond to the threat of the powerful Ishiyama clan, many clans and vagrant shinobi from all over the continent started to come together in their respective countries. The second shinobi village to form was the Village Hidden on the Coast in the Land of Typhoons. Not surprising either because the traditional people in that country were some of the most accepting of shinobi. Kaigangakure was built as more of a haven for shinobi than a military force and because of this and the perfect location it quickly evolved into a resort town. While the shinobi from this village are generally regarded as lazy because of this fact, they are represented by some of the fiercest clans in the country.
This leaves three major countries without shinobi villages; The Land of Tundras, the Land of Heat, and the Land of Volcanoes. The major clans from these countries have finally started to come together though and are laying the groundwork for their future villages. There are anti-shinobi organizations out there that seek to stop them but the gears have already been set in motion.
Will you create or join a clan that helps build these villages, or lend aid as a wandering shinobi in that country? Or perhaps you're opposed to the creation of these villages and want to do everything you can to stop their progress. If you're interested in being a part of the creation of the final three shinobi villages in the countries of Tandora no Kuni, Kazan no Kuni, and Netsu no Kuni then please contact a member of staff with your ideas.

- New original clans that seek to support the creation of the three shinobi villages mentioned above. They can do so for whatever motivation you want (build their own power, protect other shinobi, get crazy wealthy, etc.)
- Shinobi that don't belong to a clan that want to help build these villages. Your reason for being a part of this can be whatever you want.
- Clans/Shinobi that oppose the creation the shinobi villages. They will want to impede the creation of the three villages that aren't made yet and they will likely want to destroy Tengokugakure and Kaigangakure.
- OOC we're looking for original ideas for these three villages pertaining to location (within their countries), architecture, culture, government, rank system, etc. If you don't have a character that can be involved in this plot but you have ideas you want to contribute, please let the staff team know.
