The Tsuruginoō's horse neighed as he yanked firmly on the reins for his mount to stop. The wind began to howl and bring up a lot of dust and sand over the scorching desert. Looking back at his group of twenty, a few nodded their heads in respect to their leader. He then spurred his horse gently to force it to move forward. The other clansmen followed causing their horses to gallop fiercely into the entrance of the ruins. The sun today was hot as usual. Their skin slightly glistened in droplets of sweat across their faces. White and beige robes trailed them elegantly as the columns at the entrance fell behind them. Towering rocks and old architecture filled the abandoned city. The sun had disappeared from view to now barely light the canyon city ruins. The Tsuruginoō steadied his horse into a trot while two of his clan's enforcers moved took point as they moved further into the middle of the city. They suddenly came to a halt and unmounted their steeds. What stood between the canyon walls of the dusty city was an ancient ritualistic octagon. The octagon was partially crumbled and a stone table sat at its middle. The Tsuruginoō removed his white hood from his head and revealed his white hair and crimson eyes. "Get into place," said the Tsuruginoō. "Yes, Tsuruginoō Zenmaru!" some replied. Two of the clan's enforcers stood at the wide entrance of stone sanctuary and will kneel in respect to the Kurohane clan once they entered. The two thrones sat on the opposite sides of short table. The four other members of the clan stood at each point of the octagon. Zenmaru made his way to one of thrones and sat down. His cousin, Kiro, stood at his side as his body guard and adviser. Zenmaru sat upright with his back on his seat. The clan's banner had been mounted a few feet behind his occupied throne. The wind could be heard over the canyon with a high pitched whistle. Zenmaru waved motioned his hand in the air as the remaining members had disappeared into the shadows. The steeds were already out of sight and resting a bit away. This place had a lot of history. It was the reason why he wanted to form the alliance here and nowhere else. This used to be the city where many tribes would greet and form alliances. It was also the place where many had lost their blood. Even blood of the Ryuketsu stained the sand of the city. To form this alliance, they would have a new beginning. A lot of the Ryuketsu clan members didn't like the idea of forming an alliance with the Kurohane clan. The Kurohane clan had been enemies with them for years. The reason of it was unknown to all of them. Though, making friends with a now respected member of the Kurohane, some years ago, and the formation of two shinobi villages caused this to happen. Zenmaru knew that the clan couldn't stay so secluded forever. He knew that the clan would eventually be obsolete in this world where chakra once again was like a flame in the hearts of many. A treaty would join the clans together. Hopefully, it would effect not just them, but also other countries. It was either unity or death. Kurohane Gaiken

"Let's go!" Gaiken started his short journey to the common meeting point where he and the leader of the Ryuketsu Clan, Zenmaru, will discuss about their upcoming alliance. Gaiken was hoping that this way, they could establish a Shinobi Village and start their own quest for power. Of course Zenmaru was older than him so he would be better suited for taking the new establishment's leadership, but Gaiken would've loved to get the crown himself. He would surely hold his side on this fight, but he realized that he was thinking in the wrong way. Gaiken was just going to a meeting that will determine an alliance and yet he was only thinking about outscoring his ex-enemies. I wasn't a good sign, but he would just ignore his thoughts and go onward with his mini-trip. The wind was blowing right in Gaiken's face and the sand was trying to get him blind in one way or another. There was no sight of any human being nor of any animal. It was strange indeed. Gaiken sensed that something wasn't right, but he didn't have anything to be afraid of. He was a fine shinobi and he had some clansmen by his side. On his left side was his bigger sister and on his right side was his little brother. Above his head, 20 crows were flying. Those 20 crows were actually his clansmen that used a secret clan jutsu, transforming themselves into birds that were able to watch over their clan Leader. Finally they arrived. It was an antique city, a neutral zone where no one had any advantage, or at least that should have been the case here. No one knew for sure if the Ryuketsu were ready to forgive the Kurohane, especially since they held battles for years and years. Gaiken saw Zenmaru's subordinates standing next to a door. While giving them a respectful salute, he proceeds inside and lets his guards outside. If Zenmaru had a plan to lure him inside and then attack him he would be prepared since his Kekkei Genkai was ready to be used. Upon entering, he saw one table and two seats placed one in front of another. Gaiken approached slowly and started speaking: "You sure haven't changed Zenmaru!" He sat down and continued the conversation: "I guess we should get straight to business, shall we? I guess we both want the same thing, an alliance, in order to establish a new shinobi village! Is there something you want to add?" He was waiting for Zenmaru to react.

Zenmaru turned his head in the direction of the entering Kurohane members. A sly smirk crept across his face eagerly as the sight of his old friend brought back nostalgia. "Well, look what the sandstorm brought in. You stand correct Gaiken. All of your questions will be answered in due time," he chuckled slightly. It had a long time since he had seen Gaiken. From the looks of it, the lad had grown a bit. There was a lot catching up to do, but they gathered for a purpose and he knew that his clansmen got anxious very quickly. Attempting to make eye contact with his old friend, he leaned forward onto the table with his elbows bracing his interlocked fingers. Zenmaru sighed before he made said anything. He was mostly trying to gather his thoughts on what he would say. There was a lot of matters to discuss and he didn't travel all the way out here for idle chatter. He finally gathered his thoughts before he started discussing the matters at hand. "Ah yes. Where shall I begin? First things first. As Tsuruginoō of the Ryuketsu clan, I pardon any wrong doing of the Kurohane clan in the past. I also ask you to pardon us as we have trespassed on you as well. Starting today, I want all spilled blood and wine to be washed away. A clean slate, so to speak. That was what I want first and foremost."He knew his clan had traditions that needed to be upheld. It was mostly a formality, but he it had to be done this way. A pardon from both sides. Without pardons, Zenmaru wouldn't be able to have lawfully keep his clan from griping at the throats of the Kurohane. This needed to be done first before anything else needed to be discussed. He then started to proceed on with other matters. "In my clan's history, we lost many members due to our stubborn pride. Strength in numbers has been a key factor to that. I have already been gesturing alliances with other clans across our lands and afar. Most have agreed to join forces with us, but some still have animosity between there clans and ours. There are others out there, but like the Ryuketsu in the past, only can cooperate if we raise a blade against them. Then there is always the issue of the people of the nation not even liking the idea of shinobi having power. I believe that is due to the elders passing down their hatred among other things," he took a brief pause before continuing. The air seemed stale, but it was mostly due to the dust being picked up by the breeze. He felt some tension from others in the room, but he ignored it. The pressure of others would get to him every now and then and being in the hot seat wasn't always comfortable, especially with tense shinobi about. He thought he probably should have sent everyone out instead of a smaller group. Though, it was probably the best they were where he could keep an eye on them. "I'm interested in knowing if the Kurohane clan also wanted to help gathering others to join the village? Both of our clans are influential in the Land of Heat. If other clans heard the two of the strongest clans in the desert joined forces, maybe we can cause others to join our cause. We also need to gather others that have been granted the power of chakra. We also need to decide on a location of where to put this shinobi village."He would then leave some room for Gaiken to talk. Zenmaru knew that he would go on forever if he didn't force himself to refrain from talking. It would be rude for the whole conversation consisted of him yapping his gums off. Kurohane Gaiken

"Of course we'll pardon any of your clan's wrong doings! That's the first step of the thousands that will lead to a whole new Shinobi Village and hopefully, a new era for us!" Gaiken took a look at Zenmaru Ryuketsu, his old rival. He wasn't nervous at all, or at least he wasn't showing it. Gaiken had some emotions, but he didn't want to ruin this meeting by revealing his inner problems. He had to look professional and he was actually very good at it. It seemed that no one in the building had any thought about what he was actually thinking about. Everybody was waiting for his reply doe, so he had to do a move.
"Yes, indeed, I could get other clans to join us! Actually, I already talked with some of them, but not too many where very happy upon hearing these news. I say we create our village and wait 1 year until completely sealing the gates of the village! Until that day will come, we'll happily accept any clan in our alliance!" He took a deep breath before continuing...but he realized that he was the only one talking and everyone was watching. It was not that pleasing to have people look and listen to you. But, hey, he was the leader of a well respected village and he had to do his duties, so he continued.
"My clan isn't actually from the land of Heat, but lately a big part of the clan migrated here, in order to prevent any wounds that could be caused to the clan by the Ryuketsu! I guess that thing wasn't that bad after all, as we actually got some time to talk about what to do. My concern is that we'll have some bad thoughts coming from Tengokugakure and Kaigangakure, since those those are some good, established shinobi villages and if we won't sign a pact truce with any of those, we'll find ourselves surrounded by enemies. It will be worse if they will be in a war against each other, since we'll have to choose wisely!" He took another deep breath.
"Besides these things, I talked to your clan's elder and with mine too and we decided that you should occupy the leader's seat in this new village! We should start building it near the River Basin! I guess that place should be perfect for such an establishment!" Ovidiu got up, saluted Zenmaru and headed straight home, without looking back because he knew that someone was protecting it. The next day, he would go to the desired place and start working on the village.

Zenmaru was glad that everything had gone alright. He was a little skeptical about the whole idea of letting the gates of the future village being "open" or that his old friend had deliberately gave him a location of the village and walked out. He refused to respond to the given location due to him being a bit irked. There were many things that stood out from his studies. The one that stood out the most was about people giving too much trust into an individual or group. Many things were going to happen over these next few weeks and he was wondering would they truly be prepared.
The desert was filled with lots of creatures and monsters that were a danger. Though, the human factor had to be the most dangerous. Humans could be unpredictable and problematic for their cause. There were also the groups that disagreed with the idea of the return of chakra wielders. A few clans were against the establishment of shinobi villages. Zenmaru knew this would be a problem and could cause a war against them. If war was to come, he was ready and had warned the other clans that he recruited of the threat. He wasn't going to let anyone stop his progress.
To hear that elders from both clans promoted him for leadership of this new village, was a shock. At the very least, you would think that they would have picked someone older and more experienced in such matters. He didn't know what to say about it, but decided to take upon the position himself. In these early stages of the village, it is a big deal to have reliable leadership. One false move and all that he worked for could fall apart. That would be unacceptable.
Once the area had been cleared, he motioned his hand for all of his clansmen and clanswomen to emerge from the shadows. Zenmaru sighed as he stood from his uncomfortable seat. Looking at Kiro, he squinted his eyes very dissatisfied at the last bit which he heard from Gaiken. He felt like he had been slightly under-minded. The look on his face said it all and Kiro became slightly nervous.
"Sir?" Kiro whispered questionably.
"Why was there an unauthorized talks concerning the village leadership behind my back?!" he exclaimed without raising his voice.
"Lord, we knew that if we told you, you would have automatically declined it and passed it on to a village elder," Kiro responded.
Nodding his head he walked out to where the horses were gathered and mounted. Zenmaru's hood covered his head from the dust that started to get kicked up by the wind. Once everyone was mounted he cleared his throat to announce their next goals to his entourage.
"Alright, you all know what's about to happen next. The physical building of the village will begin tomorrow. To clear the way, we're going to have to make our way to the River Basin before nightfall. There is a tribe there that we haven't been able to negotiate with and don't like the idea of shinobi. They focus on agriculture and not combat. They are smaller compared to our current numbers together here. I'll workout some incentive to get them interested in joining our village. If we can't work anything out, we'll either negotiate with them for part of the land or taint the waters red with their blood. As of now, know one will get in our way. The same shall be said of Netsu no Kuni's Diamyo. We'll make negotiations with him to help out the countries economy. He is very greedy and shouldn't turn down the chance to gain more money or help out the son of an old friend. Now we ride." He gave out his orders sternly and he hoped that he wouldn't have to even draw his blade to get what he wanted, but he was a Ryuketsu and violence was second nature.
